Can You Buy Honda Gas Engines in California? CARB Small Engine Rules Explained
Posted by Andrew Greess on Apr 23, 2024
Since California's small off-road engine rules took effect, one of the most common questions we get is: can I still buy a Honda gas engine in California? The short answer is that it depends on how the engine will be used. Here's how the rules work, what's exempt, and how to order from QSpray if you're in California.
This article is general information, not legal advice. Check CARB's current rules for your situation.
What Is California's Small Engine Rule?
In 2021, California passed AB 1346, and the California Air Resources Board (CARB) adopted rules requiring most newly manufactured small off-road engines (SORE) to be zero emission starting with model year 2024. Small off-road engines are gas (spark-ignition) engines rated at about 25 horsepower or less used in non-stationary equipment. That includes common engines like the Honda GX160 and GX200, along with engines in lawn mowers, leaf blowers, and similar equipment. Portable generators and large pressure washers follow starting with model year 2028.
The rules apply to the sale of new engines. They don't prohibit using equipment you already own.
What's Exempt: Construction and Farm Equipment
Federal law limits what California can regulate. New engines smaller than 175 horsepower that are used in construction or farm equipment are preempted from CARB's small engine standards and are subject only to U.S. EPA standards. In practice, that means an engine going into equipment used primarily for construction or farming may still be sold in California.
CARB maintains a list of equipment types it considers preempted. Review it to see whether your application qualifies: CARB's List to Determine Preempt Off-Road Applications.
What This Means for Spray Rig Engines
Most pest control and landscape spray rigs run small gas engines like the Honda GX160, so California operators are affected. If your equipment is used primarily in a preempted application, such as agriculture or construction, you may still be able to buy a replacement gas engine. If not, the rules generally prevent the sale of a new small gas engine for that use.
For California spray operators who don't qualify for the exemption, 12-volt electric sprayers and battery backpack sprayers are an alternative that isn't affected by the small gas engine rules.
Ordering a Honda Engine From QSpray in California
Our Honda engines, including the GX160 recoil start, GX160 electric start, and GX160 6:1 gear reduction, don't ship to California by default. If you're in California, please contact us or call 602-371-1993 before ordering, and tell us how the engine will be used. We'll confirm whether we can ship it to you.
Keep Your Current Engine Running
Because the rules don't affect equipment you already own, maintaining your current engine is the easiest way to keep working. Change the oil regularly, replace the air filter and spark plug, and use fresh fuel. See our full Honda engines and parts selection.
