It takes 10-15 years and $100-$200 million to get a new active ingredient registered. Pharmaceutical companies used to be involved but have distanced themselves from pesticide/herbicide products. Many profitable AIs are coming off patent. The result of these three trends is fewer new active ingredients.
Companies do not want to spend the money and take the risk. Much faster/cheaper to get an exempt product approved.
Exempt products are allowed to make claims about safety, non-toxic, natural, organic, environmentally-friendly, etc. and can use pictures of children. Registered products cannot make these claims.
